Even three commission were investigating the aircraft AN-2 crash in the Baltic Sea. They analysed the causes of the accident, whether all possible measures were taken for the rescue. However, more and more attempts to convince the public that the accident could have been the cause of the pilots reappear. Such conclusion is formulated by the most important actor in the investigation by the Lithuanian’s Parliament National Security and Defence Committee headed by Arturas Paulauskas. After a general dissatisfaction with the investigation of the crash during the first days, about a month after all the rhetoric considering this accident turned 180 degrees. The discussion began to focus not about the bad practices of the emergency services, but about the pilots’ actions.

The Latvian road and bridge construction company “Latvian Bridges”, which came into the Lithuanian market, is holding up Lithuania’s strategic projects. The company, which has a controversial reputation, has not only stopped an important project for the capital, for the whole Lithuania. It is strange as the company didn’t take part in the public procurement concur for the Vilnius western bypass’s 3rd stage construction. The 90 million euro project was blocked in the court by the “Latvian Bridges” together with JSC “Kaunas Roads”. In April, Lithuanian Court of Appeal suspended the contest, which has already been oven and even the last phase of the bypass construction contractors were already published. So the construction is postponed.

Almost half of the vessels under the Ministry of Transport and Communications were sold to the joint stock company “Lithuanian Shipping Company”, but it has long been unable to maintain itself. Recently it requested financial injections from the state budget, but the government didn’t bless the rescue plan. However, the company still sees some light at the end of the tunnel. It is expected to establish the principle of holding companies, which would operate transport group and the national fleet would try to pull out of debt. Currently the company “Lithuanian Shipping Company” owns 7 vessels, while a decade ago they were 11. By the way, since last November two ships were sold to the new owners. During this time the company’s staff halved: from 700 today only remain 300.

In April this year again Lithuania suffered a slap once again from the Emergency Response Centre (ERC) service after a fire in Mančiūnai village in Alytus district killed 28 year old woman and her three, four, eight and nine years old children. Police launched an investigation in the actions of the Emergency Response Centre in Alytus. It again failed to save the lives of people by unable to determine the location of the woman calling. By the way, the center tried to cover up the first call from woman from a burning house. “Unable to figure out the exact location of fire in Alytus district, the operator had sent assistance to the two villages, whose names are the same”, said the director of the Fire and Rescue Department Remigijus Baniulis.

The magazine “Transport” have repeatedly written about the public security of Lithuania, on the most important aspects of guaranteeing public security and confidence in the institutions of various state authorities, responsibilities, logistics support, financing and other physical and moral aspects. One of those institutions is the Public Security Service under the Interior Ministry. Internal service units in our country have had their prototypes. Partial predecessor could be called the Grand Duchy of Lithuania Tribunal flag. The term “flag” in those days was called the military unit, corresponding to the modern battalion or regiment. This military unit ensured the guarding of the detainees at the Tribunal, guarding convicts in the prison or other places of execution.

At the end of April this year, the Latvian capital Riga hosted the third Europe-Asia Meeting (ASEM) Transport Ministers Meeting, during which Riga declaration on Eurasian multimodal transport connections was signed.

In the agreement ASEM States declared their aspirations for closer cooperation in the transport sector to promote integrated, sustainable and efficient transport system with multimodal linkages between Asia and Europe.

Lithuania is becoming an important strategic point in Kazakhstan by expanding transit traffic in the West.

This idea has repeatedly began to take shape since the beginning of June in Klaipeda in the international Lithuanian-Kazakh Transport and Logistics Forum “New Silk Road – a reliable link between Europe and Asia, with the participation of Kazakhstan railways leader Askar Mommy’s and the country’s business community.

China persists to amaze with its achievements. Major European companies contribute to its project as they believe in the country’s economic potential. China together with German Rail launched the world’s longest freight train route connecting Harbin city, located in the northeast of China, with one of the largest German industrial city Hamburg.

The first train on the longest rail route appeared on the 13th of June. It was carrying 49 different types of goods, made in north and north eastern provinces: electronics and auto parts, the value of which amounted to over 3 million US dollars.

Trains route from Harbin and Hamburg will be held once a week. The trip will last 15 days, during which the train will go 9800 km. Transcontinental route starts in north eastern Chinese province Cheilundsian and runs through Mongolia, Russia, Belarus, Poland and Germany. The trip by express rail route from Harbin to Hamburg takes twice less time than the current route by sea.

“Lithuanian Railways” is one of the largest Lithuanian companies. When you open its website you can find many lines that the company respects its staff, updates production techniques, the company has received international and national awards. For example, the Lithuanian Business Confederation organized “The most beloved company 2014” concur and the main award went to “Lithuanian Railways”. Also “CV-Online” carried out a survey in which the company took the 1st place of “Top employer 2014” in the category of transport. The company’s website states that supposedly in working relationship it seeks good and attractive working conditions, when family and professional commitments are combined; it sets individual work schedules, allowing to study. Unfortunately, it appears that everything is not nearly as beautiful as it seems. The company’s employees talk about tense atmosphere. They are subjected to double standards and some of the working conditions are not as moderns as it is declared.

Austrian concern “Voestalpine VAE” is thought to be the leader of the turnout systems not only in Europe but throughout the world. The group has over 40 subsidiaries, one of which has already for 20 years been successfully operating in Lithuania. “Voestalpine VAE” group produces “Vignol” railway switches, crossings and other track-based products according to international standards for any profile or gauge railway infrastructure, rolling stock equipment and monitoring devices. Lithuania is represented by the Concern “Voestalpine VAE Legetecha”. Lithuanian customs officials are not surprises by the Russian or Belarusian authorities’ orders to apply certain restrictions. This always causes traffic jams on the border. But this time it so happened that the central Lithuanian customs’ structures changed the basic information technology arteries and the Belarusian authorities applied weight restrictions, turning the whole freight transport through Medininkai and Šalčininkai border control points. Basically a huge load has reached Medininkai border checkpoint. Is this a coincidence or not? Lithuanian Traffic Police Office’s (LKPT) special unit consists of 52 officers whose main activity traffic monitoring, prevention of criminal acts and violations on roads. The Hhead of Department Jaunius Malinauskas has been working in law enforcement since 1991. He said that his subordinates are professionals and patrols, who carry out their direct functions. The most important task is the safety of people and their lives on road.

Lithuanian case law is very fairly formulated of rules for the negligence while driving the trucks with cargo. Often the goods are damaged or destroyed in the accidents and the responsibility is in the driver’s hand at the time. Under these circumstances, the damage (or destruction) of the goods always have to be evaluated by the carrier’s actions. The answer to this question is important to the carrier. First of all, on whether the carrier’s liability is unlimited, the cargo carrier shall be liable for damage or injury only to SDR 8.33 range. Second, the carrier will be subject to a three-year limitation, or a total one-year limitation rule.

There is a question of law for the Supreme Court of Lithuania (SCL), who spoke in 2014. So, is it possible, in principle, a simple accident or other traffic accident, which damaged or destroyed the cargo can be because of the driver’s intent or gross negligence consequence? Or simply an accident may be subject to gross negligence criteria?

According to the International road freight transport Convention (CMR) Article 17, the carrier is liable for the total and for partial cargo loss or damage from the moment he overtook the goods until the moment of transfer, as well as for any delay in delivery.

The carrier shall not be liable for loss, damage or delay in its delivery, if it was not for the carrier’s fault, but because of the person who gave instructions on the submitted a cargo, when the carrier couldn’t forseen the consequences or circumstances.

Klaipeda’s seaport begins a new phase. From now on it is able to serve not only the Baltic and North seas’ smaller vessels, but also oceanic giants. One of the first such vessels is a container ship “Charleston”, who came in on June the 3rd from Bremen haven. Container vessel draft is greater than the cruise ships’, so it is aimed that the depth of the port should be 17 meters.

According to the Klaipeda port’s vessel traffic service, the number of big ships is clearly increasing: in 2013 there were 382 vessels with a length of more than 200 meters and 2014 – 465.

In May this year a study “Klaipėda State Seaport influencin the city and state” was presented, which aims to analyze and disclose the impact of the port of Klaipeda to the region of Klaipeda and Lithuania. The study analyzed the period of 2007-2013. The investigation showed that the port is very important for the whole country both in economic and social terms.

One of the main objectives of the study was to compare the port’s economic and social benefits with Klaipeda’s Free Economic Zone (SEZ) and other similar structures in the region and the state.

The study also evaluated the influence of the port of Klaipeda to the Lithuanian transport and transit sectors, its investment and infrastructure, direct and indirect impact on the national economy.

There are two old bridges in Klaipeda Old town, that are known to all citizens, – the bridge of the castle and the “Birza” bridge. Many townspeople can’t imagine imagine the center of Klaipeda without these structures. Bridges are unique not only for their interesting history, but also because sometimes they are raised.

“Birza” bridge is a steelbridge over the river Dane and connects the streets of H. Manto and Bridges. It can be raised 50 degrees on both sides and it is included in the register of cultural properties of the Republic of Lithuania. During the II World War it was destroyed. The current bridge was built in 1948 after the war and reconstructed in 2006-2007.

National air company “Air Lituanica” on the 22nd of May this year officially reported hindering their activities because of the lack of turnover funds. Nn 28th of May it informed the initiation of bankruptcy proceedings. The company experienced millions of and the executives fled away. Almost 30 thousand people, who bought tickets were left alone and politicians in search of the guilty, do not miss the chance to tweak each other. You could hear the opinions that our country, where the government is not very interested to take care of the national air carrier, shouldn’t even have such a company.

During the summer of 2013 one of the government’s job was to join Vilnius Airport with Kaunas and Palanga airports. Although Kaunas Airport showed excellent performance, the government’s decision was not contested. The final merger was executed in 2014. It is clear now that it was an ambitious plan – airport transfer concession in the form of a private company.

Concession – it is not privatization, as the State retains the assets, but it means that the private person of the property seeks to squeeze out the maximum benefit. When the connection was on its way, it was said that Lithuania seeks to ensure coordinated international airport operations. When the new government came into power, the Vilnius airport manager was elected. Gediminas Almantas, a lawyer, who not long ago lived in Denmark and worked in the office of the Swiss lawyers, was chosen for the job. Mr Almantas qualification is not to be doubted, but he may have become a victim of the treacherous idea. It is understood that if the airport shows good results, it will attract investors.

In March this year Lithuanian post signed a new collective agreement, which defines not only more attractive and flexible working conditions, holidays, but also higher wages. Lithuanian post from the 1st of April increased the salary fund for workers bu 1 million euros.

The new collective agreement shows that the Lithuanian post’s and trade union’s interests in many places are similar both the employer and trade union representatives are concerned about the welfare of workers, working conditions and other issues.

Klaipeda’s Culture Master, a former long-time director of Drama theatre Balys Juskevicius (1920-2013) left his family a diary, which was being written for decades. We, the members of the family, knew about our father’s diary as many times we ran across him writing it, but we had never asked what was he writing, so the content of the diary opened up to us only after his death.

The biggest surprise was that our father started recording various events, personal experiences since 1939, before the World War II, when on the eve of 22th of July with Lithuanian volunteers he travelled by train from Kaunas to Kretinga, and from there – to Sventoji in order to build the port. Since March of 1939 Klaipeda was already in Hitler’s hands.

In Sventoji’s voluntary work camp shifts lasted for couple of weeks. Father’s testament records show that everything there was very well organized, workers were provided with food, clothing, they lived in tents and on weekends they didn’t lack entertainment: excursions to Palanga, the camps was visited by Lithuanian ministers, journalists, artists, writers, musicians.

On 28th of May 1936 Lithuanian Klaipeda radio program officially launched its regular broadcast. It was directly incorporated into the activities of Kaunas Radio program that was broadcast after for 6, 10 and 11 hours every day. The first pilot radio broadcast was heard on the 11th of March 1936.

In the former manor house in Jakai near the road Klaipeda-Gargzdai, the new Klaipeda radio station’s manor has taken shape. This project was created by the engineer Klaudijus Dušauskas. The radio antenna was raised on two iron towers 64 meters high, brought from Kaunas radio station’s territory. Radio station equipment manufactured was by the Latvian Radio technology company VEF, which used the Dutch Philips electronic lamps.

Today the market is still in stagnation. Construction companies are just starting to plan projects looking for financing, suppliers, professional’s items. Road construction companies are looking for state orders, they are worried and participate in self-tender. Those who don’t pas the tender rat on their colleagues in courts raise disputes, trying to outbid each other or to attract potential customers. Such everyday life today is nothing strange.

It’s an anxious time for construction and road building equipment vendors. There is no clear economic take-off forecasts, it is impossible to plan new equipment supply volumes. Potential customers while promising to buy, but still waiting for the lowest possible price or be given more favorable conditions for the equipment purchase.

When are realistic machinery buyer appears, manufacturers’ representatives try their best to please them: some are marking their technique represented by different colors of the rainbow, the other promises that it will serve for centuries, others that its labor productive and the remaining claim that their product is the most economical in the world. The hot season has started. This year the weather is extremely volatile. People’s immunity even in the summer does not withstand weather changes. Very quickly we can get a cold, especially when the room is air-conditioned and we change from cold to hot envirnments. Generally, diligent and hard-working Lithuanians do not hurry to stay at home and receive treatment until the disease finally makes them to lie down, so before that they go to work, schools, ride the public transport and go to public places. So is it safe to take trolley, bus or train?

In the public transport, as well as other public places, you can catch a variety of diseases, because the bacteria and viruses are widespread, they neither have boundaries nor borders. During the period of 2014-2015 winter season it was observed that incidence of influenza and acute upper respiratory tract infections didn‘t increase. So far, epidemic outbreak is not registered. During the second week of 2015 there were registered 54,9 cases in 10 thousand. During the season previous year 44,7 cases in 10 thousand were registered.

It turned out that on the basis of the existing European Community rules and regulations concerning vehicle fuel consumption testing, carmakers massively abuse them. The reason is that the rules are extremely flexible and the system has too many loopholes for the car manufacturers to use. The most commonly abused rules are the falsification of fuel consumption and carbon dioxide extraction results. The reality is different from the practice, so car manufacturers’ official data do not reflect the reality.

For example, US car buyers do not trust such “flexible” regulation. There have been cases where car manufacturers have been forced to change the fuel cost data, after the US Environmental Protection Agency have received consumer complaints. In 2012 car manufacturers “Hyundai” and “Kia” were forced to adjust deceptive data for several models sold and in 2014 “Ford”, “BMW” and “Mercedes-Benz” also received a request for a correction of certain car models fuel consumption values. The Environmental Protection Agency demanded from “Hyundai” and “Kia” a payment of 100 million US dollars and spend 50 million USD in order retest the cars in thus avoiding misleading information in the future.
